Somaliland has announced new travel restrictions affecting passengers entering its territory through Somalia, attributing the decision to growing security concerns.
Although the self-declared republic operates with its own currency, government institutions, and other trappings of statehood, it is still officially regarded by the international community as part of Somalia and lacks international recognition.
In a statement issued by the Somaliland Ministry of Civil Aviation and Airports, authorities said the new measures will bar airlines from routing passengers through Mogadishu due to what it described as potential risks to traveler safety.
According to the ministry, the restrictions will take effect on December 1, 2025, and will apply to both outbound and inbound international passengers.
Under the new directive, travelers departing from Hargeisa to third countries, as well as those flying into Somaliland from abroad, will no longer be allowed to transit through Mogadishu, the Somali capital.
“The decision is issued in accordance with Somaliland’s obligations under ICAO Annex 17 regarding aviation security and passenger safety.
“Protecting the security of Somaliland citizens and international travellers remains our top priority,” the ministry said.
